What is the best way to memorise times tables?

One website that has some helpful tips on making memorising times tables easier is Ask Dr Math

HOT TIP: if this doesn't work for you, try doing a search on dogpile. Dogpile is good because it searches the web using 'natural language' - so you can just type your question into the search box. It often suggests questions you might be asking, too. Ignore the results with sponsored by.

I think we confuse "learning" times tables with memorising them. I believe most kids understand simple multiplication/division well enough OK by say year 7. What many kids dont have, even by year 10, is instant recall of time tables, which is essential to progress comfortably in maths from about year 8. Many year 7 or 8's still need repetitive/rote frequent and short drills, focused on a few facts in each session, eg. 6x8,7x8,8x8,9x8. Doing a work sheet of many varied times table facts is a test, not a good learning activity.
